Identifiers, Untangled

Do I Need GS1 Membership (or a GTIN) for a DPP?

Strictly: the ESPR requires a persistent unique product identifier compliant with recognised standards — naming the ISO/IEC 15459 family GS1's GTIN belongs to, making the GTIN one accepted identifier, not the only one. Practically: global apparel retail already runs on GTINs and GS1 Digital Link QR codes, so for a garment exporter the realistic answer is yes — get GTINs from your national GS1 organisation and let your DPP platform build the rest of the identifier stack around them.

The Law
What ESPR actually requires
Article 10: the passport must be “connected through a data carrier to a persistent unique product identifier”, with carrier and identifier complying with the standards referenced in Annex III — the ISO/IEC 15459 unique-identification family — or equivalent European or international standards. The regulation names the standard family, not a single issuer.
Art. 10 + Annex III
GS1's Place
Recognised, not exclusive
GS1 confirms it directly: the ESPR refers to the GTIN — based on ISO/IEC 15459 — as part of its DPP framework, as one of the acceptable identifiers. Since retailers, marketplaces and customs systems worldwide already resolve GTINs, choosing anything else means swimming upstream.

The Stack
Three identifier layers
A working garment DPP carries: the product identifier (GTIN → serialised via GS1 Digital Link where needed), operator identifiers for the companies involved, and facility identifiers for production sites (Annex III). Article 12(2): whoever creates or updates the passport must request missing operator IDs — after confirming none exists.
Product · Operator · Facility
Step 1
Join your national GS1
GS1 operates through national Member Organisations — GS1 Bangladesh, GS1 Vietnam, GS1 India, GS1 China and 100+ others. Membership licenses a company prefix; you mint GTINs from it per style. Budget scales with how many identifiers you need.
Step 2
Assign per style, serialise when needed
Model-level passports ride on one GTIN per style; batch and item levels extend the same GTIN with lot or serial components inside a GS1 Digital Link URI — a configuration choice, not a new system. See which level applies.
Step 3
Let the platform do the rest
UPID generation, operator and facility ID requests, QR encoding, hosting and registry submission are platform work. The factory's externally-owned asset is the GS1 prefix; everything else can be operated for you.
GS1 & GTIN FAQ

Quick Answers

Is a GTIN legally mandatory for a Digital Product Passport?
+
Not as the only option. The ESPR requires a persistent unique product identifier and points to standards including ISO/IEC 15459; GS1's GTIN is explicitly recognised as one acceptable identifier, not the sole one. In practice, most garment supply chains already run on GTINs, making it the path of least resistance.
How does a factory get GTINs?
+
Through membership of a national GS1 Member Organisation (GS1 Bangladesh, GS1 Vietnam, GS1 India and so on), which licenses a company prefix you generate GTINs from. Fees scale with the number of identifiers you need.
Which country is a barcode starting with 894 (like 8941…)?
+
Bangladesh. 894 is the GS1 prefix of GS1 Bangladesh, so a barcode that starts 894 — 8941… and so on — carries a company prefix licensed through GS1 Bangladesh. It does not prove where the product was made: GS1 prefixes show which GS1 organisation issued the number, not the country of origin, and companies can license from the GS1 organisation of their choice. Nearby apparel-sourcing prefixes: 890 India, 893 Vietnam, 896 Pakistan.
What identifiers does a DPP need besides the GTIN?
+
Three layers: a unique product identifier for the passport record, unique operator identifiers naming the economic operators, and unique facility identifiers naming production sites (ESPR Annex III). Under Article 12(2), whoever creates or updates the passport must obtain missing operator IDs — after confirming none exists.
Can a DPP platform handle the identifier work?
+
Yes — that is a core part of the service. A platform generates and manages UPIDs, operator and facility identifiers, links them to your GTINs and encodes everything in a GS1 Digital Link QR, so the factory's only external step is its GS1 membership.

DPPLive’s Take

One Membership, Every Market

A GS1 prefix is the cheapest piece of compliance infrastructure a factory will ever buy: the same GTINs serve barcodes today, DPP QR codes tomorrow and every retailer in between. Get the prefix; we operate the rest of the stack.
