DPP Guide — Buying Decision

How to Choose a DPP Provider

Ten criteria that separate a compliant Digital Product Passport platform from an expensive liability — written for exporting factories, applicable to any vendor including us. Take this list into every demo call.

01
Service-provider role (Article 2(32))
Can the vendor act as a DPP service provider in the sense of ESPR Article 2(32) — an independent third party the responsible economic operator authorises to store and process its passports, including the back-up copy (Article 10(4))? No certification scheme exists yet (Article 11). If they only make QR codes, they are a print shop, not a compliance partner.
02
Data ownership & exit
You own the data; the contract says so; and full JSON-LD export works today — not “on the roadmap”. No export = lock-in = your long-term accessibility obligation is hostage to their survival.
03
Hosting & retention
EU data residency, stated uptime, and a written answer to “what happens to my passports if you shut down?” ESPR requires availability for at least the product’s expected lifetime, even if the company responsible goes out of business (Articles 9(2)(i) and 11(e)), and a back-up copy with a service provider (Article 10(4)) — demand a written continuity plan.
04
Standards-native identifiers
GS1 Digital Link QR carriers, GTIN/UPID/EOID handling per ESPR Articles 10(1) and 12, and interoperability with brand systems. Proprietary code formats fail the “open standards” requirement.
05
Registry submission
Will the platform lodge identifiers with the EU Central Registry (live since 20 July 2026) automatically — or is that “your problem”? Ask to see the workflow.
06
Validation against the law
Fibre totals to 100%, CAS numbers present, SVHC screened against a current ECHA list (it changes twice a year), carbon method PEF-aligned. Ask when their rule set was last updated.
07
Update & versioning discipline
Passport data must stay accurate and up to date (Article 9(1)) and only authorised people may change it (Article 11(f)); good platforms keep every published version, hashed. If a vendor lets you silently edit a live DPP with no history, that is an audit failure waiting for a market-surveillance scan.
08
Usability for your team
Merchandisers, not engineers, will fill DPPs. Local-language interface, AI extraction from tech packs/BOMs, and colourway cloning decide whether a DPP takes 3 minutes or an afternoon.
09
Access control
Public vs restricted data tiers with role-based access — your supply-chain detail visible to authorities and approved buyers only, never to competitors scanning a QR.
10
Transparent total cost
Per-month price, DPP volume limits, and what happens at renewal — in writing. Compare against the in-house alternative ($50k–200k build + maintenance) and against the deadline-rush premium of starting late.
Provider FAQ

Quick Answers

Should the brand or the factory choose the DPP provider?
+
Either can, but formally the service provider in ESPR Article 2(32) is authorised by the economic operator placing the product on the market — usually the brand or importer. In practice, factories that run their own DPP platform keep control of their data, avoid per-brand duplication, and serve multiple buyers from one system. Brands increasingly accept factory-side passports because it removes work from their side.
Is an expensive enterprise platform safer than a SaaS tool?
+
Not inherently. Compliance quality depends on the checklist above — identifiers, hosting, retention, validation — not on price. Enterprise ERP-integrated deployments (typically $50,000–200,000) make sense for brands managing thousands of SKUs across categories; a factory needs the same legal guarantees at factory economics.
What is the single biggest red flag?
+
No data export. If you cannot download every passport as structured JSON-LD today, you are locked in — and if that vendor fails, your long-term accessibility obligation fails with it. The second: a vendor who cannot explain where (which country) your data physically lives.
Does DPPLive meet this checklist?
+
Yes — it was built against it: a service-provider model in the sense of Article 2(32), factory data ownership with one-click JSON-LD export, hosting in Western Europe with weekly backups, GS1 Digital Link carriers, Registry files (registry live since 20 July 2026), guides and a readiness assessment in English, বাংলা, Tiếng Việt & 中文, free for up to 10 DPPs a month. Compare us against any row above — that is what the table is for. For how these criteria translate into a factory-side tool, see DPP software for garment factories.
