EU Central DPP Registry — Launched 20 July 2026

The EU DPP Registry Is Live — Launched 20 July 2026

On 20 July 2026 the European Commission launched its Central Digital Product Passport Registry, together with a testing environment — one day after the set-up deadline of 19 July 2026 written into ESPR Regulation (EU) 2024/1781, Article 13. Here is precisely what is live now, what it means for exporting factories, and what has not changed yet. Update: the registry's operating rulebook — Implementing Regulation (EU) 2026/1778, adopted 16 July 2026 — is now on the books and applies from 6 August 2026, and the first six DPP standards were cited in the Official Journal on 15 July 2026 — see Decision (EU) 2026/1736.

Now live
The identifier backbone
The Registry stores at least the unique identifiers of registered passports, plus the commodity code for imports; delegated acts can add more (ESPR Article 13). This is the lookup layer customs and market-surveillance authorities check for DPP-regulated products entering the EU.

Now live
The customs connection
From launch, the Registry is built to interconnect with the EU Single Window for customs — the plumbing that later lets an import declaration be checked against a registered passport automatically. The mechanism arrives before the obligation.
Infrastructure first
Now live
The unsold-goods ban
From 19 July 2026 — the registry deadline date — ESPR Article 25 bars large enterprises from destroying unsold apparel and footwear. A separate duty to disclose discarded unsold products every year (Article 24) applies to large enterprises — the first disclosure covers their first full financial year under ESPR — and to medium-sized ones from 19 July 2030.
Applies from 19 July 2026

No textile DPP obligation
Garment passports become mandatory only after the Textile Delegated Act (expected in 2027) plus an 18–24 month transition — the 2028–2029 window. Nobody blocks your shipment on 20 July for lacking a DPP.

No public search portal
The launch is infrastructure, not a consumer website. Expect the Commission to publish technical onboarding details product-group by product-group, batteries first (mandatory 18 Feb 2027).

Three moves this month
(1) Secure GTINs from your national GS1 office and your EOID; (2) put a live pilot DPP on 2–3 running styles; (3) mention registry-readiness in your next buyer review — while the launch is in their news feed this week. The free assessment maps your exact gaps.

Regulation (EU) 2026/1778: How the Registry Operates

Three days before the launch deadline, the Commission adopted the registry's operating rules — Implementing Regulation (EU) 2026/1778 (16 July 2026, applying from 6 August 2026). The essentials:

Art. 4
eIDAS identity first
Only verified economic operators can register passports: companies via a qualified electronic seal (or a qualified attestation of attributes), sole traders via a qualified electronic signature under eIDAS. Verification lasts until the credential expires — no longer than three years.
EU-side task
Art. 8–9
Checks ≠ compliance
Registration at model, batch or item level triggers automated structural checks; Recital 16 is explicit these are not proof of compliance. Success produces a sealed proof of registration, downloadable for 90 calendar days.
Data still decides
Art. 1 & 10
Coverage & retention
First in: batteries, construction products, toys, detergents — plus future delegated-act groups. Textiles join via their Delegated Act. Registration data is retained for 10 years. Full breakdown: the 2026/1778 guide.

Quick Answers

Do I have to do anything now that the Registry is live?
+
For textiles, no legal action is due today — the deadline is the Commission's, not yours. But it is the ideal trigger to act commercially: buyers read the same news, and factories that respond with a working passport and a registry-ready identifier set in July 2026 are the ones quoted in sourcing reviews that autumn.
Can textile DPPs be registered from day one?
+
The Registry opened with the framework and identifier infrastructure; product-group onboarding follows each Delegated Act. Batteries (whose passports become mandatory 18 February 2027) lead the queue. Textile registration begins once the Textile Delegated Act (expected in 2027) plugs in — but the identifiers you prepare now (GTIN, EOID, UPID) are exactly what it will accept.
Does the Registry replace my DPP platform?
+
No — they are complementary by design. The Registry stores at least the unique identifiers (ESPR Article 13); the passport itself — the data, the QR resolution, the long-term hosting — lives with the operator or its DPP service provider (Article 11(c)). Think land registry vs the actual house.
What is Implementing Regulation 2026/1778?
+
Adopted 16 July 2026 and applying from 6 August 2026, it is the registry's operating rulebook: eIDAS identity verification for economic operators (valid up to three years), registration at model, batch or item level with automated checks that are not proof of compliance (Recital 16), a downloadable proof of registration valid 90 calendar days, and 10-year retention of registration data. Full article-by-article breakdown in the 2026/1778 guide.
Where can I follow what happens after launch?
+
Our news page tracks each Delegated Act and Registry update, and this page will be updated as the Commission publishes technical details. For the submission mechanics, the Registry submission guide stays current.
