Implementing Regulation (EU) 2026/1778 — the DPP Registry Rulebook
Commission Implementing Regulation (EU) 2026/1778, adopted 16 July 2026 and applying from 6 August 2026, writes the operating manual for the EU's central Digital Product Passport registry (ESPR Article 13): only eIDAS-verified economic operators may register passports, registration triggers automated checks that are explicitly not proof of compliance, a downloadable proof of registration stays valid for 90 calendar days, and registration data is retained for 10 years. Textiles plug into these same rules once their delegated act lands.

What is Commission Implementing Regulation (EU) 2026/1778?
Regulation (EU) 2026/1778 is the Commission Implementing Regulation that sets the operating rules of the EU's central Digital Product Passport registry under ESPR Article 13. Adopted on 16 July 2026 and applying from 6 August 2026, it lets only eIDAS-verified economic operators register passports and keeps registration data for 10 years.
- What it is: the operating rules of the EU's central Digital Product Passport registry (ESPR Article 13), adopted 16 July 2026, applying from 6 August 2026.
- Who may register: only economic operators whose identity is verified under eIDAS (qualified seal, signature or attestation). Non-EU manufacturers are covered; a verified service provider may register on their behalf (Art. 4, 8(2), 19(4)).
- What registration proves: that the passport file is structurally valid. Recital 16 says the automated checks are not proof of compliance.
- Two numbers to remember: the downloadable proof of registration is valid 90 calendar days; registration data is kept 10 years.
- Textiles: not covered yet. Garment passports join once the Textile Delegated Act is adopted (expected in 2027), under these same rules.
| Date | What happens |
|---|---|
| 16 July 2026 | Implementing Regulation (EU) 2026/1778 adopted by the Commission |
| 19 July 2026 | ESPR Article 13 deadline for the central registry to be in place |
| 6 August 2026 | 2026/1778 enters into force (Art. 24: 20 days after Official Journal publication) |
| 2027 (expected) | Textile Delegated Act adopted; garment passports come under these rules |
| Up to 3 years | How long a verified operator identity stays valid before re-verification (Art. 4) |
“…automated verifications should not be deemed to constitute proof of compliance with the requirements…”
Registering a passport proves the file is structurally valid — nothing more. Whether the fibre percentages, chemicals and footprint data are true stays a market-surveillance question. Clean source data remains the whole game, and that data starts at the factory.

The Rules Arrived Before Your Deadline Did
Textile factories just received a rare gift: the registry's exact operating rules, published years before garment passports become mandatory. The factories that treat 2026/1778 as a preview — clean identifiers, verified data, registry-ready records — will onboard in days when the Textile Delegated Act lands. DPPLive builds that readiness on the factory side now.
